Is there such a thing such as Safety Culture?

The answer for the above question is a plain NO. There is no such thing as Safety Culture. And I believe, it is wrong to coin this term in the first place. I admit, I am equally guilty to be using this term for number years. I believe it was a mistake to coin this term in the first place, as Safety Culture is seen to be a separate field of specialization, that is only can be addressed by safety professionals. The truth is Safety Culture is not another sub culture within the organization.
Safety should be seen from the frame of organizational culture. 
Every organizations have their own culture. The question is, does the organization culture includes valuing safety as an important component of the organizations success. If existing organizational culture does not support the development of safe place of work, then the organization's culture need to be tweaked to ensure it embraces safety as a core value and important to the company's business success. The intent here is to ensure safety is incorporated into every aspect of the business and also to ensure organizational leaders takes responsibility to ensure work is done safely and also ensure their people are safe from harms way. This will flip the role of the safety professionals as advisors to bring specialized knowledge to the managers.
We believe, it will do good for us the Safety professionals, to ride along the organizational culture rather than coining our own domain of safety culture.
